How to Choose a Licensed Custom House Agent in Mumbai

Sending a consignment from abroad is the easy part. The moment it touches Indian soil, the consignment becomes a legal, financial and regulatory event. Roughly 60% of India’s containerised import traffic passes through the Mumbai region, which makes the customs broker you appoint one of the most consequential decisions in the entire supply chain. A good licensed Custom House Agent in Mumbai compresses clearance from days to hours. A poor one turns a routine consignment into a month of demurrage, detention and penalty notices.

What a licensed customs broker actually does

A CHA is not simply a transporter with an office near the port. Under the Customs Brokers Licensing Regulations issued by the Central Board of Indirect Taxes and Customs, a licensed broker is authorised to transact on your behalf before the Commissioner of Customs. In practice that means preparing and filing the Bill of Entry, classifying goods under the correct HS code, calculating and remitting duty, producing goods for physical examination, and representing your interests before the department when queries are raised.

Because the broker signs legal declarations on your behalf, the liability for misclassification or undervaluation ultimately stays with the importer. The broker’s job is to get that liability right.

Five things to verify before you appoint one

1. Verify the licence, not the brochure

Ask for the CBIC licence number and check it is current. Unlicensed brokering is illegal in India, and a broker operating without a valid licence exposes your consignment to penalties under the Customs Act, 1962.

2. Ask who will actually handle your file

Large firms frequently route declarations through junior staff working to a name on a letterhead. Find out the name of the person who will own your entry, and how many files they carry at a time.

3. Confirm real port coverage

A broker who only works sea freight at Nhava Sheva will struggle with an urgent air consignment landed at Mumbai Airport. Ask whether they handle sea port, airport, bonded warehouse, re-export and inland container depot movements.

4. Get the pricing model in writing

Professional CHA fees are charged per entry or per consignment, with separate line items for examination handling, re-export, and post-clearance work. Avoid brokers quoting a single percentage of consignment value with no breakdown.

5. Establish how they handle exceptions

Ask what happens when the department raises a query, orders examination, or issues a show-cause notice. The answer should describe a named escalation contact and a defined response time.

Why location genuinely matters here

The Mumbai customs jurisdiction is spread across several distinct operating zones: JNPA and Nhava Sheva handle containerised sea trade, Taloja and other designated areas handle bulk and break-bulk cargo, and Chhatrapati Shivaji Maharaj International Airport handles air cargo. Physical presence close to these zones matters when a consignment needs to be physically examined or re-examined on short notice. A broker based in Vashi, for instance, can reach JNPA far faster than one operating from Andheri during a port congestion evening.

A short checklist before you sign

  • CBIC licence number verified and current
  • Named file owner with direct contact details
  • Written, itemised fee structure with no hidden customs charges
  • Confirmed coverage of sea port, airport and inland depot
  • Clear escalation path for queries and show-cause notices

Get these answers in writing before the first consignment lands, not after. If you want a worked example of what a properly structured clearance file looks like, our team at Harmony Logistics handles customs brokerage in Mumbai and at Nhava Sheva as a licensed, in-house function rather than subcontracted work.
